Proper English

Is there a proper english in today's society? In order for proper english to exist, there must be an unproper english that classifies the proper english as proper. And I do believe that there is a proper english, but that it is not the same in different places across the United States.
For example, in the south, proper english has a little bit of a southern twang. And in New York, proper english should have somewhat of a eastern accent. Each region has its own 'proper' local english. This is different than in 1900's England, where proper was the same proper across the country, and every other accent was non-proper, and those who spoke it were of a lower class than those who spoke the proper language. So what is the non-proper english in the US today? I think that the broken english that bilinguals, foreigners, and immigrants speak is considered non-proper. In Mother Tongue, even though the daughter has the same characteristics as the mother (race, wealth, etc), the mother is treated differently because her English is non-proper. The same goes for all those who speak half spanish, half english, or who have heavy foreign accents. They are treated as lower class, and most who speak proper American English treat them differently, whether they consciously recognize it or not. As the author stated in Mother Tongue, the language has its own value and, although it may not be considered proper, still is a viable way to speak English. Sometimes, those of us who speak proper English need to take a step back and try to conscious focus on listening to all those who don't speak as we do.
